Draft state program for 2023 has been presented for public input in Uzbekistan. The draft provides for reforming the field of road safety based on the principle of "the city for pedestrians not for cars."
From June 1, 2023, it is proposed to reduce the maximum speed of vehicles from 70 kilometers per hour to 60 kilometers per hour in all settlements of the country.
It is claimed that reducing the speed by 10 km/h will reduce the number of deaths by at least 15%. Only in the city of Tashkent in 2022 there were 1,200 traffic accidents, which is almost by 130 more than in 2021 (1,073), which claimed 136 lives.
Also, from September 1, 2023, the owner of a vehicle (V), together with the person to whom the right to drive the vehicle has been transferred, will be given the right to notify the traffic police about the transfer of the right to drive the vehicle with the submission of a document confirming the corresponding right.
At the same time, from the date of receipt of the notification, a procedure will eb established for the relevant authority to make appropriate changes to the system for recording offenses and draw up a protocol on an administrative offense in relation to the person to whom the right to drive the vehicle has been transferred in connection with a violation of traffic rules committed on this vehicle.
These mechanisms are being introduced in connection with the introduction of a score system for special automated photo and video recording of administrative traffic violation.
