Discover Invest, which is said to be connected to the Tashkent mayor Jahongir Ortiqkhojaev, was awarded yet another major government contract. The second company selected as the reserve winner in the tender is Mimar Group, which is also no stranger to the mayor.

The tender was conducted by the Directorate for construction and operation of the riverside business city entrepreneurship center under the Tashkent city administration.
Following the tender, which was held from July 16 to August 2, a for 307,815,495,632-soum, 27 million USD, contract was drawn up between the customer and Discover Invest LLC, with the condition of completing the work in 657 days. Mimar Group LLC was selected as the reserve winner of the tender.
Who owns Discover Invest LLC?
According to the state register, Discover Invest LLC was registered in 2008, as per which Ismail Israilov owns 56.9 percent of the company, and Abdurasul Zahidov owns 43.1 percent.
Ismail Israilov also owns shares in a number of LLCs such as Kolorpak, ZO’R Teleradio company. As reported earlier, Kolorpak LLC, founded by him, was awraded several contracts for school textbooks for the 2022/23 academic year.
According to some sources, Ismail Israilov may be the nephew of Tashkent city mayor Jahangir Ortiqkhojaev. He was previously the director of Akfa Engineering Management Company, and at the same time, he is considered a person related to a number of companies that are considered to be related to the mayor.
Reserve winner – Mimar Group
Mimar Group LLC was selected as the reserve winner of this tender. According to the state register, Alisher Ganiev owns 57.9 percent of this company, and Yaminov Kozimbek O'tkurovich owns 42.1 percent.
Alisher Ganiev, one of the founders of the company, is seen as a person close to the mayor Jahangir Ortiqkhojaev. According to the information of 2019, the Dream Production company owned by Ortikhojaev was managed by Dilmurod Goyipov.
He was also one of the owners of another company called Speedway Line. Earlier, Kun.uz wrote that the legal address and phone number of this company are the same as those of Artel, and its e-mail is located on the domain of Artel's official website - artelgroup.org.
In recent years, Mimar Group has won government orders for a number of construction and renovation contracts in Tashkent.
Discover Invest was also awarded the project of the Digital Tashkent Center of Situations under the Tashkent city administration without any tender.
Discover Invest won the contracts of 34.2 billion soums for the construction of a recreation park, a children's playground, and a Workout field not only in the capital, but also in the city of Nukus along the Dostlik channel without any tender.
