President Shavkat Mirziyoyev congratulated the people of Uzbekistan on the 30th anniversary of the Uzbek Constitution. The text of congratulatory message was published by the press service of the head of state.

Shavkat Mirziyoyev emphasized that large-scale democratic reforms had been carried out at a high pace in Uzbekistan in recent years.

“The most important thing is that the socio-political life of the country, the thinking and minset of our people are radically changing. Every citizen of Uzbekistan, regardless of ethnicity, language and religion, feels like a full member of society, a real master of his own destiny, not only involved in all the ongoing transformations and renewal, but also a direct participant in these processes, a free person, a creator of the future,” he said.

The head of state noted that the discussion of amendments and addenda to the Constitution is ongoing.

“This constitutional reform is dictated by the essence and logic of the Development Strategy of New Uzbekistan, the wishes and proposals of our people, and the rapidly changing times themselves," he said.

Shavkat Mirziyoyev stressed that "the protection of a person, his life, rights, freedoms, legitimate interests, honor and dignity of the individual as the highest value is at the center of our constitutional reforms."

He noted that the Constitution will include definitions and regulations as a socially oriented state, strengthening the constitutional foundations of a family, reliable protection of the older generation, persons with disabilities, comprehensive support for women and youth, quality medical care for the public, development of education, science and culture, guarantees of the environmental rights of citizens and the preservation of the ecological balance, expansion of the rights and powers of civil society and mahalla, ensuring the independence of the media.

“In this process, dear compatriots, the opinions and proposals expressed by you, people of different professions and social status, will certainly be taken into account. The draft constitution will be submitted to a national referendum. This is how our updated Basic Law will become a truly people's constitution,” he said.

Shavkat Mirziyoyev announced the development of large-scale programs and plans for 2023.

“They specifically reflect the great tasks we face and our noble goals, enshrined in the Constitution - further strengthening of peace and stability in the country, friendship and harmony between representatives of different nations and faiths living in the republic, improving the welfare of the population, building new housing, increasing the number of jobs,” the president said.

Shavkat Mirziyoyev proposed the adoption of amendments to the Constitution in his message on the occasion of the 29th anniversary of the Constitution last year. This was planned to be done by December 8, 2022. In the summer, the head of state proposed holding a referendum to pass the amendments. The referendum was expected to take place in the fall, but no date has yet been announced. At the end of November, the Legislative Chamber decided to send the amendments for revision.
