The Ministry of Higher Education, Science and Innovations of Uzbekistan (MHESI) and KfW Development Bank, acting on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), have signed a Separate Agreement to launch the next phase of a transformative initiative aimed at modernizing Uzbekistan’s Technical and Vocational Education and Training (TVET) system.

The signing follows previously concluded agreements for a €40 million loan and a €2 million grant to support the implementation of the project titled "Support for Vocational Training in Uzbekistan (TVET II)." This agreement outlines the project structure, objectives, and components, establishing a comprehensive framework for implementation.

Key Components of the Project:

  1. Infrastructure Development: Up to ten selected TVET institutes — to be transformed into Centers of Excellence — will undergo construction and/or rehabilitation. Measures will focus on energy-efficient designs and modern learning environments aligned with sustainability goals.
  2. Provision of Modern Equipment: The institutes will be equipped with state-of-the-art tools, machinery, and training materials tailored to priority occupational areas, ensuring alignment with industry demands.
  3. Institutional Capacity Building: The project will support the operational setup and strategic development of the institutes. This includes revising training programs, reinforcing management capabilities, and enhancing the skills of trainers to meet international TVET standards.

The MHESI will serve as the Project Executing Agency (PEA), overseeing the entire implementation process. A dedicated Project Implementation Unit (PIU) will be established within the Ministry. An Implementation Consultant will be engaged to provide technical, financial, and managerial support throughout the project lifecycle, including planning, procurement, and supervision phases.

In coordination with other national ministries and international development partners, the project aims to strengthen the institutional and educational infrastructure of vocational training in Uzbekistan.

The initiative represents a significant step toward enhancing youth employability and aligning the country’s vocational education sector with the evolving needs of the private sector and green economy.
