The Cabinet of Ministers issued Measures to Support Local Producers Resolution. Norma reports that the document has approved:
- the Regulation on procedure for formation of a list of goods of foreign origin, as well as works (services) performed by foreign persons, in respect of which a temporary ban and restrictions on admission to public procurement have been introduced (1);
- the list of goods of foreign origin, as well as works (services) produced (performed) by foreign persons, in respect of which a temporary ban and restrictions are introduced in admission to public procurement (2);
- the Regulation on procedure for granting preferences to goods (works, services) of local production in public procurement (3).
The Regulation (1) has also established the procedure for issuing permits to government customers for the import of goods (works, services).
Currently, the list (2) includes 529 items. It has been formed by the center of the electronic cooperation portal under the Ministry of Economic Development on the basis of applications received from local producers of goods (works, services) and proposals made by state and local executive authorities. To be included in the list, two or more local producers of goods (works, services) are required.
An application for inclusion in the list of goods (works, services) shall be submitted through the portal of the working body with the attachment of the relevant documents.
In turn, the state customer shall apply to the working body with an application for obtaining permission to import goods (works, services) listed in the list in order to carry out state purchases. It was established that the parameters of goods (works, services) requested for import by the state customer should not correspond to the parameters of the goods listed in the list.
Applications shall be submitted through the portal of the working body with the attachment of the relevant documents and for each product (work, service) separately. A proposal to issue a permit for the import of goods (works, services) listed in the list shall be submitted by the working body to the Cabinet of Ministers.
Regulation (3) does not apply to goods (works, services) included in the list. Price preference for local producers is applied if two or more local producers, along with foreign suppliers, participate in a tender (tender). The price preference shall be provided in the amount of 15% for each lot and shall apply to economic entities engaged in industrial production (performance of work, provision of services) in Uzbekistan.
