The Chinese Huaxin Cement will build a new cement plant in Zafarabad district, Jizzakh province, a government resolution said.

The US$ 150 million dollar facility will have the capacity of 1.2 million tons of portland cement per year. The Chinese firm has already set up a company in the form of a limited liability company Huaxin Cement Jizzakh for the project.

The facility is scheduled to be commissioned in December 2019.

The government ordered the Jizzakh province governor office to ensure the allocation of non-agricultural land plot of ​​81 hectares for the plant before March.

As part of the project, Huaxin Cement Jizzakh was exempted until January 1, 2021 from corporate income tax, corporate property tax, and until October 1, 2020, customs duties on equipment and materials, cars and mechanisms, and special transport facilities, spare parts and components, instruments and tools, technical and design documentation.

Also, the company until October 1, 2020 is exempt from paying:

  • value added tax on works (services) performed by non-residents;
  • various fees, government duties and fees for licensing and certification of services, imported goods, materials, equipment, machinery and components, industrial equipment, vehicles, spare parts, tools, fuels and lubricants.
