The President Shavkat Mirziyoyev made remarks at the second Central Asia-China Summit on Tuesday, the presidential press service said.

At the beginning of his address, the President Mirziyoyev underscored the merits of Chinese President Xi Jinping.

"You are a world-class statesman and an outstanding politician of our time. Thanks to your well-thought-out policies and reforms to modernize the country, China is developing dynamically. You have successfully implemented more than 3,000 reforms and transformations, and are pursuing an effective policy to build socialism with Chinese characteristics in the country".

“China is the driver of global technological and innovative progress and is leading the process of accelerated development of the entire Asian continent. "I highly appreciate your active efforts to support the sustainable development of our region through the implementation of specific projects and programs".

“I welcome the launch of joint centers for desertification prevention, cooperation in education, poverty alleviation, as well as the Central Asia-China Uninterrupted Trade Platform. Uzbekistan intends to actively participate in organizing and developing their activities.”

“The development of cooperation in the Central Asia-China format is facilitated, on the one hand, by the processes of deep transformation in Central Asia itself, which has turned into a space of trust, good-neighborliness and partnership. On the other hand, this is the unwavering commitment of the Chinese leadership to developing friendly relations with neighboring states and promoting the global concept of the Belt and Road”.

“This meeting is taking place in the context of a noticeable deterioration in the international situation: “Destructive conflicts are gaining new strength, mutual distrust between global and regional powers is growing. Growing rivalry leads to increased tensions, the emergence of new challenges and threats to security and sustainable development.”

"We consider the use of force to resolve contentious international issues and conflict problems to be unjustified and unacceptable. I agree with Xi Jinping's opinion that there will be no winners in conflicts and wars.”

"I am convinced that all disputes and disagreements should be resolved exclusively through diplomatic efforts - at the negotiating table, based on the principle of respect for sovereignty, international law and the UN Charter".

“Against this background, the role of regional mechanisms capable of consolidating countries to ensure a more sustainable system of international relations.”

"I consider the adoption of the Treaty on Eternal Good-Neighborliness, Friendship and Cooperation between our countries today to be a historic event. This document will be a common contribution to ensuring regional stability. In developing the treaty, it is important to adopt the Concept of our long-term partnership with the inclusion of specific mechanisms and projects".

Investment and technological partnership

"Trade, investment and technological partnership is a powerful driver in the implementation of socio-economic development strategies for all Central Asian countries. The combination of the growing potential of Central Asian countries and China's industrial leadership should lead to the formation of a common space of great opportunities with effective mechanisms for knowledge exchange and technology transfer".

“I strongly believe in the speedy adoption of the New Economic Partnership Program. To fill it with specifics and form a portfolio of projects, the President proposed establishing an Interregional Council on Trade and Investment at the level of deputy prime ministers of the countries.”

“I propose organizing a multilateral trade platform "Electronic Silk Road" within the framework of the "Digital Belt and Road" to boost trade ties.”

“In addition, I propose creating a Regional Center for Industrial Standardization and Certification in Tashkent, which will deal with issues of convergence of regulations and standards, certification of export products as per the Chinese standards, including the adoption of a separate "road map" for technology transfer involving businesses, leading research institutes and engineering centers.”

“I also propose developing a long-term strategy "Industrial and Infrastructure Belt "Central Asia - China". This involves creating a system of interconnected industrial clusters, technology parks and logistics hubs with the involvement of Chinese investments, technological and scientific solutions.”

“In addition, energy ministers should carefully study the issues of interfacing the energy systems of Central Asian countries and China, including the implementation of a mega-project for the construction of a high-voltage power transmission line.”

“It is of crucial importance to adopt effective financial instruments capable of supporting large projects of regional significance. According to experts, the deficit of capital investment in the infrastructure development of Central Asia amounts to hundreds of billions of dollars.”

ЭIn this regard, I propose considering the establishment of the Central Asia-China Development Fund, which could become an effective platform for promoting infrastructure initiatives.

Central Asia - China transport interconnectivity

“The launch of the China-Kyrgyzstan-Uzbekistan railway project is an important element of the new system of transport and transit communications in the Eurasian space”.

“I hope for the support of the Trans-Afghan Railway project, which will be able to connect China with South Asia through Central Asia.”

“To develop a common vision of prospects in this area, I suggest instructing transport departments to form expert groups to study the possibilities of modernizing the logistics infrastructure and implementing pilot projects for transporting goods along alternative corridors.”

"Based on the results of their work, specific and well-founded proposals for the formation of a single map of transport corridors and modern transit infrastructure should be developed by our next meeting".

Climate change

“I am sure that the introduction of Chinese experience in the region will reduce risks and increase efficiency in the field of the "green" agenda and environmental protection.”

“I urge for accelerating the adoption of the Green Development Program until 2030, as well as establishing an Environmental Alliance for dialogue and partnership in combating desertification, restoring degraded lands, and increasing bioecological sustainability in arid and desert zones.”

"Using Chinese experience and methodology, we can implement pilot projects in the region, including comprehensive landscaping and the creation of nurseries, the development of bioengineering, biomonitoring stations, as well as social and educational programs".

Digital technologies

“To form a sustainable digital infrastructure for economic interaction, I call for creating a Network of mutually integrated big data banks and processing centers, as well as building a Digital Highway of the fiber-optic communication line "Central Asia - China" along the main energy and transport routes.”

"This will create the basis for further promotion of online trade, "smart" logistics, cloud technologies and artificial intelligence - all areas of the digital agenda enshrined in the Xi'an Declaration".

Cultural agenda

“I welcome the adoption of the Initiative to Facilitate Mutual Travel and the Program of Cultural and Humanitarian Events following the Summit.”

“I suggest creating a single digital portal "Cultural Heritage of the Silk Road", which will unite the historical and cultural resources of the countries of Central Asia and China, with access to it for researchers, students, tourists and representatives of the creative industry.”

Security

“We are in favor of establishing multilateral mechanisms for exchanging information through special services and security councils in the fight against terrorism, extremism, radicalism, drug trafficking, illegal migration and cybercrime.”

“Based on the experience of interaction between China and the Central Asian states with Afghanistan, I propose establishing a High-Level Group within the framework of the format to consider issues of facilitating the restoration and involvement of this country in regional integration processes.”
