Privatization of recreation parks, alleys and squares could be banned in Uzbekistan. At the first session of the new Legislative Chamber today, the President Shavkat Mirziyoyev supported this initiative of the Adolat (Justice) party.
The head of state noted that all proposals put forward by the parties during the election campaign and supported by the people would definitely be considered and implemented.
The president approved the stance of the Adolat Social Democratic Party on the ban on the privatization of recreation parks, alleys and squares, as well as its desire to strengthen control over medicines, prevent artificial price increases and reduce the list of drugs sold without a prescription.
He also supported the proposals of the Liberal Democratic Party on protecting the inviolability of private property and improving the ease of doing business.
The president also agreed with the proposals of the Milliy Tiklanish Democratic Party to hold contests for hiring teachers in schools, raising children in the spirit of national values, and creating broad conditions for studying native and foreign languages.
The head of state supported the initiatives of the People's Democratic Party to improve conditions for people with disabilities and strengthen the guaranteed rights of citizens upon retirement.
While, he also approved the proposals of the Ecological Party to create green parks on the territories of government bodies and enterprises, as well as to adopt a program to improve environmental culture.
On September 27, during the debate, the leader of the Adolat Party, Robakhon Makhmudova, spoke out against the expanding practice of constructing buildings on the territories of parks and green areas, proposing to stop the privatization of parks.
The MPs found out that there are 940 illegal buildings in 184 parks, as well as illegal amusements. According to her, there is a practice of confiscating parks for the local mayor’s offices reserve, after which illegal privatization or alienation of state property occurs. She stated that the party advocated for tightening the rules in this area, as well as a ban on the privatization of parks, medical and educational institutions.
In the spring, the Tashkent mayor’s office announced the hand-over of the Abdulla Kadyri and Dustlik (former Babur) parks for a 49-year lease to BPM Smart Decision Management. The relevant decisions of the government and the city mayor’s office were not made public.
Earlier, the same company reconstructed the Gafur Gulyam Park, which was leased to it for 49 years (based on the Cabinet of Ministers’ August 9, 2019 Resolution and the August 15, 2019 decision of the former Tashkent mayor).
Tashkent mayor Shavkat Umurzakov, commenting on the leasing of parks, said that the state should not be the manager of parks and that the maintenance of parks is a big burden for the state budget.
At the same time, the Adolat party called on the Mayor’s office to study and take into account the public opinion before making such important decisions as leasing parks.
A group of Tashkent residents is trying to get the decision to lease Friendship Park overturned. The third, revision, instance court last week rejected the plaintiffs' claim. The residents intend to appeal to the Supreme Court.
